a promising officer, I am convinced that dissatisfaction would be

caused by his appointment, as there are at present in the Harbour

Department a number of officers with longer experience whose

qualifications are in no way inferior.

11. I am advised that there are a number of officers at

present serving elsewhere whose qualifications and experience would

fit them admirably for the post. The following names have been

recommended to me:

J. C. NEEDHAM, who is at present in the Marine formed

Service of the Government of Burma;

F. W. J. SKUTIL, at present serving as Personal

Assistant to the Director of Marine, Nigeria; and

L. CAMPTON, also of the Nigeria Marine Service.

I should be prepared to agree to the appointment of any one of the

officers named above, provided that he is willing to accept transfer

and that his recent reports have been satisfactory.
